Global Top 10 Ship Fuel Refueling Ports List Released
On the afternoon of October 22nd, at the 9th Oil Merchants Conference Global Marine Fuel Industry Development Special Meeting held in Zhoushan, Zhejiang, the list of "Top 10 Global Marine Fuel Refueling Ports for 2025" was officially released. Data shows that by 2025, the refueling capacity of Zhoushan ships will reach 8.54 million tons, a year-on-year increase of 9.4%, rising to the third place in the world for the first time. Singapore and Rotterdam continue to occupy the top two positions, with Antwerp Bruges Port in Belgium and Fujairah Port in the United Arab Emirates ranking fourth and fifth respectively.
This ranking is further from the global fourth place in 2024. As the largest bonded ship fuel refueling center in China, Zhoushan has continuously improved its global market position in recent years. In 2018, Zhoushan entered the world's top ten ship refueling ports for the first time, rising to eighth place in 2019, fifth place in 2021, fourth place in 2024, and now officially ranking among the top three in the world.
The growth in the scale of injection is also significant. Since the establishment of the China (Zhejiang) Pilot Free Trade Zone in 2017, the refueling capacity of Zhoushan bonded ships has increased from about 1.83 million tons in that year to about 8.03 million tons in 2025, with the scale expanding to 4.4 times the original. By 2025, the oil supply of Zhoushan anchorage will reach 2.8476 million tons, a year-on-year increase of 19.1%, and the amount of biofuel oil added will also increase to about 120000 tons.
In addition to traditional marine fuels, Zhoushan is accelerating the deployment of clean marine fuels such as LNG, methanol, and ammonia. On October 13th of this year, Zhoushan Xiushan East Anchorage completed the world's first green ammonia fuel ship refueling, refueling 1000 tons of green ammonia to the ammonia powered bulk carrier "MINERAL EUROPA" under Belgian CMB.TECH, further expanding the port's clean fuel supply capacity.
The latest data shows that from January to September 2026, the refueling volume of marine fuel oil in Zhoushan reached 6.2366 million tons, a year-on-year increase of 2.81%. Zhoushan is further improving its anchor refueling, digital handover, and clean fuel supply facilities, and moving towards becoming a global marine fuel refueling center with an annual refueling capacity of tens of millions of tons.
